(1) The power of the Legislature of ithe State of Assam to make laws, which has been declared by the Proclamation to be exercisable by Ol' under ithe autho- rity of Parliament. is hereby conferred on the Preside~t (2) In the exercise of the said power. the President may from time ito time, whether Parliament is or is not in session, enact, as a Presiden\t's Act. a Bill con- taining such provisions as he considers necessary : Provided thatJ before enacting any such Aot the Pre- sident shall whenever he considers i.~ practic~ble to do- so, consult a Commi\ttee constituted, for fhe purpose_ consisting· of thirb members of tJhe House of the People nominated by the Speaker and fiJlteen members of the Council of S\tates nominated by the Chairman (3) Every Act enadted by the President under sub- · sec:tion (2) shall. as soon as may be aftler enadtment be Jaid before each H_ouse of Par!iamentl; THE ASSAM GAZET'I'E, EX1RAOFDINARY,JULY 19, 1'80 19J .. --- (4) Either House o!
