(1) The State Government may, by notifi- make R ules. cation in the official Gazette, make rules for carrying out the purposes of this Act. (2) In particular, and without prejudice to the generality of the foregoing powers, such rules may provide for all or any of the following matters, namely :-- (a) the manner in which any nolice or copy of the draft statement may be served; ·(b) the manner in which the Deputy Com- missioner shall exercise any of the powers under this Act ; ( c) the procedure and fees regarding appeal, revision/or any other procee- ding under this Act : ( d) the agency through which the infor- mation is to be collected unckr Sec- tion 19. (3) All rules made under this section shall be laid for not less than fourteen days before the Assam Legislative Assembly as soon as possible after they are made, and shall be subject to such modification as the Legislative Assembly may make during the session in which they are. so laid or the session immediately following.
