(1) The Vice-Chancellor of the University shall be appointed by the Executive Council in consultation with the Chancellor in accordance with the regulations made in that behalf: 1172 THE ASSAM GAZETTE, EXTRAORDINARY JUNE 5, 2007 32 Provided that the first Vice-Chancellor shall be appointed by the Government o f Assam in consultation with the Chancellor. (2) Subject to the specific and general directions o f the Executive Council, the Vice- Chancellor shall exercise all the powers o f the Executive Council for management and administration o f the University and shall aiso exercise all such powers as may be delegated to him by the Executive Council. (3) The Vice-Chancellor, who shall be a Professor o f Modern System o f Medicine, shall hold office for a term o f five years, which shall be renewable for one more term only by a resolution to that effect by the Executive Council. (4) The Vice-Chancellor shall - (a) ensure that the provisions o f this Act and the regulations are duly observed, and he shall have all such powers as are necessary for that purpose: (b) convene the meetings o f the General Council, the Executive Council and the Academic Council and shall perform such other acts as may be necessary to give effect to the provisions o f this Act; (c) represent the University in suits or proceedings by or against the University, sign power o f attorney and verify the pleadings or depute representatives for the purpose; (d) have all such powers as are necessary for proper maintenance o f discipline in the University. (5) If, in the opinion o f the Vice-Chancellor, any emergency has arisen, and such emergency requires that immediate action should be taken, he shall take such action as he deems necessary and shall report the same for ratification at the next meeting o f the authority, which, in the ordinary course, would have dealt with the matter.
