(1) There shall be an office of the Village Council at such place as may be ·determined by the VilLtge Council with the approval of the Government. _ (2) The Government shall, in consultation with the President of the Village Council, appoint a Sec1-.,:tary to the Village Council. (3) The Secretary to the Village Council shall be the Chief Executive of the Village Council and shall act under the direction and control of the President.
