(1) The State ~ Government may, after previous make rules. publication, make rules for carrying out the pu r p o ~ es of this Act. (2) In making any rule under this section the Statel. Government may direct that any person committing a breach thereof shall, on conviction, be punishable with fine, which may extend to fifty rupees, and where the breaeh is a continuing one, with a further fine which may ext.end to. ten rupees for every day, after the first, durmg wh1ch the breach continues.
