Notwithstanding anything to the contrary con• tair. ed in this Act, when any certificate is receive-:! under this Act, by the Ccllector of a O:strict, any certificate officer in the district may exercise all the powers and perform all the duties and functions of such Collector under this Act, in respect of such certificate. Explanation-In this section 'Certificate Officer' Benga1 has the same roeanin~ as in the Beugal Public Demands 1 ~~t. II r of Recovery Act, 1913.
