of new Section 21A ''No registration·· of non- testamen- tary instruments without no objection certificate ( U .This Act-may be called the .Registration (Assam Amendnierit) Act~ -2009. · (2) Jt extends to the whole of Assam. - (3) It shall come into force at once, In the priridpal'Act, f!fierthe existing section 21, the following hew sect.ion 21Ashall be inserted, nainely:-' - - · 2lA. _- Notwithstmiding . anything contained in any other provisiort of-this Act, no non - testament~ instrument relating' 'to irnmdvable property _ shall be accepted for - r~gistration: , unless the Deputy Commissforter of . the. concerned - district issues a No Objection CertifiGate containing the description of such immovable property to be transferr~d and also such other · No objection Certificates; which are _ required to be. iss_ued bythe Deputy Corninissfonet or any other Authority under any la.w for the time beh1g in force or und~r any Executive IristructiO:n , Order etc. issued by the. State Government ftotn time tcHime; -. Provided that _ all _ such No _Objection -·Certificates spaU he issued within a period of thirty days ·frotn ·the date of the receipt ·of application and in case No Obje9tio,n Certificate. is not issued within the stipulated pericid' of thirty days:-a. speaking order · with reasons thereof shall be issued to the -applicant within the said stipulated period~" · -- .
