(1) No act or proceeding of any authority or other body of the University shall be invalidated merely by, reason of existence of a vacancy or vacancies among its members. (2) The proceedings of all authorities shall be written in English. (3) Medium of instruction of the University shall be English. All correspondences made by the University shall be in English only. (4) Instructions given by the Educators to field level functionaries of Cooperatives may be bilingual for their benefit in which case both English and regional language may be made.
