The procedure relating to submission, opening and evaluation of bids.- Subject to the terms and conditions as may be laid down in the bidding documents, submission of bids, opening and evaluation of bids, including constitution of committees for those purposes shall be in accordance with the rules made under this act as may be prescribed in the guidelines prepared there under.
