(a) Every user has the right that all information about his health status, medical condition, diagnosis, prognosis and health care and all other information of a personal kind (identified or identifiable to him ), must be kept confidential, even after his Assam Act X V III of 1993 THE ASSAM GAZETTE, EXTRAORDINARY, MAY 7,2010 993 death, and such confidential information can only be disclosed if the user gives explicit consent or any law expressly provides for this; it may be used for study, teaching or research only with the authorization of ihe user, the head of the health care establishment concerned and the Institutional Ethics Committee of the establishment.
