No university shall he established unless (lie sponsoring body is in possession of > (1) a minimum of twenty acres, i.e. 60.50 Bighas of land outside the municipal limits; or (ii) a minimum of ten acres, i.e. 30.25 Bighas of land within the municipal limits.
