(1) Any person aggrieved by an Order of the Controlling Authority, made under section 5 or 6, may prefer an appeal, in such form and manner as may be prescribed, against the Order to the Appellate Authority within a period of 30(Thirty) days of the date of receipt of such Order: Provided that an appeal may be admitted after the expiry of the said period of 30 (thirty) days if the appellant satisfies the Appellate Authority that he was prevented by sufficient cause from preferring the appeal within the aforesaid period; (2) Before disposing of an Appeal, the Appellate Authority shall give the Appellant a reasonable opportunity of being heard.
