( 1) The State Government and subject to its general .. direction, a~d control the Inspector General, may by .order, direRt a ·convicted -person detained in a .prison. who is certified by the Medical Officer to be-·ol' qnsound mind, to·,. be transferred from such prison to'a·mentai' hospital in the ·'State or in eny qther St~te or Union Territory : . .h -- · ··· :-·•" Provided that .no order directing a person to be transferred to a "1ental hospital in any other State or Union Territory shall b~ made u~der this f;Ub-section except bf the State Government· and except with the consent of the • Government of such other State or U9ion Territory' . .
