' he Chief Inspector may, if he is satisfied that there is a probahility that such pe rson will abstain from begging . recomme nd to the S tate Government his un condit ion al release . The State Govern- ment may on suc h recommendation rel ease such pc so n unco nditionall y, and thereupon the ter m for which such person ha s been orde red to be detained in a certified institution shall he deemed to have expired.
