(1) The District Superintendent of Police or any Police Officer not below the rank of Sub-Inspector, authorized in this behalf by the District Superintendent of Police, may stop any assembly or procession which violates the conditions set under sub-sections (I), (2) and (3) of Section 90 and order such assembly or procession to disperse. Any assembly or procession which neglects or refuses to obey any order given under sub-section (I) above shall be deemed to be an “unlawful assembly” under Chapter V1H of the Indian Penal Code,
