Any person who in connection with Panchayat Election prom otes or attemps to promote on grounds of religion, race, caste, comm unity or language, feelings of en mity or hatre d between differen t classes shall be punishable with imprisonment for a term which may extend to three years, or with fine to the extent of one thousand rupees or with both. An offence pu nishable under this section shall be cognizable and bailable. Prohibition of public meeting on the day preceeding the election day and on the election day.
