In Section 23 of the principal Act,— of Section 23 o f Assam Act X X IV Of 1959, (1) for the existing marginal notes, the following shall be substituted, namely “Election of the President and Vice-President of a Mohkuma Parishad” ; (2) existing sub-section (3) shall be deleted. (2) Without prejudice to the generality of fore going rowers, the Mohkuma Parishad shall form the following Standing Committees, namely:— (a) the Planning and Administration Com mit tee ; and fbl the Agricultural Production Committee. (3) The Planning and Adm inistration Committee shall consist of the following members, namely:— (i) the Deputy Commissioner who shall be the Chairman of the Committee ; (ii) the Subdivision al Officer who shall be the Vice-Chairman of the Committee ; (iii) five members to be selected by the Mohkuma Parishad from amoDgst its members'!; 6 (iv) all Heads of the Development Departments in the District and Subdivision ; and (v) the Secretary of the Mohkuma Parishad who shall be th e Secretary of the Com mittee. {i) The powers and functions of the Planning and Adm inistration Committee shall be as follows:— ■ i) to plan Schenu s for Developmen works ; (dj to A im mister Subdivisional cadre of panchayat personnel indu cing their appointment, promotion, transfer, punish ment, etc ; (di) to review and co-ordinate works of Ancha lik Panchayats and obtaining co-ordination at all levels , and (iv) io yet form such othei duties and functions as may be assigned to it by t e Mohkuma Pat ishaci. (Si The Agricultural Production Comm ittee shall consist of t'nefollowin mt -mb os, naa.cdv :— (i) the Deputy Com issioner who shall be the Chairman of the Committee ; (ii) the Subdivisi nal Officer who shad be the Vice-Chairman of the ommittee ; (id) five members to be selected by the Mohkujna Parishad from amongst its members ; (iv) Subdivisional Planning Officer ; (v) all District or Subdivisi nal Officers of Agriculture, Veterinary, Animal Husbandry, Co-operation, Fisheries, Panchayat and Community Development ; and (vi) the Committee may co-opt two non- officials as members (6 The powers and functions of the Agricultural Production Committee shall be to plan and co-ordi nate the activities of the Departm ent concerned, (»«£., Agriculture. The Chairman shall appo n t a Secretary of the Committee who shat! also be a member of the Com mittee. (7) There shall be a Finance Committee consisting of Members as prescribed. (8) The powers and functions of the fin ance Com mittee shall be to scrutinize the income of hkuma Parishad, Anchalik Panchayats and Gaon Panchavats and also the expenditure incurred in different plans and programmes taken up by the Mohkuma Parishad, Anchalik Panchayats and Gaon Panchayats from time to tim e.” A nendrncnt
