Punishment for non-compliance.-When any person, against whom an order has been made or confirmed in appeal, as the case may be, under sec- tion 17- (a) fails to comply with such order within the time specified therein, or (b) after complying with the said order returns to or remains in the area from which he was externed before the expiry of the period stated in the order, he shall be punished with rigorous imprisonment for a term which may extend to ten years, and with fine which extend to five thousand rupees.
