If any difficulty arises as to the first constitution or reconstitution of any authority of the 1[law University] after the commencement of this Act or otherwise in giving effect to the provisions of this Act, the 2[Chancellor] may, by order, make such provisions, not inconsistent with the provisions of this Act, as may appear to him to be necessary or expedient for removing the difficulty.
