(») in proviso (2) the words “ is at the time of such election, and” shall be omitted and for the words “ the date of such election” the following words shall be substituted, namely:— “ the date with reference to which Electoral rolls of a Municipal Election are directed to be made up and revised from time to time hereinafter referred to as *the prescribed date’ ” ; («) in proviso (2) (i) for the words “ the date of such election” the words “ the pres cribed date” shall be substituted.
