( 1) The General Council may, subject to the provisions of this Act and the rules made thereunder and subject to the approval of the Government, make bye- laws to be applicable within the Council Area with respect to all or any of the mat- ters enumerated in sections 18, 19, 43 and 44 for regulation, control and administra- tion thereof.
