In case, a non-Indian doctor/ medical practitioner with foreign medical degree, intends to participate in any training programme or conference or any such other programmes to offer health care service including consultation and surgery to patient, such doctor shall have to apply in writing to the Council with payment of such fees as may be prescribed and revised by the Council from time to time and, the Council, through an expert committee to be constituted by its President, upon scrutiny of the credentials of the applicant, and on being satisfied about the same, shall issue a temporary registration certificate allowing himlher to parti cipate in such programme for a specified period.
