The Council shall - 'i (1) appoint a Registrar, from amongst the registered practitioners who shall act as Secretary to the Council who may also if, deemed expedient act as Treasury; (2) grant leave to Registrar ; (3) employ such other persons as the Council deems necessary to carry out the purposes of this Act ; (4) with the previous sanction of the State Government, pay them such salary and allowances as the Council may determine and regulate the 'terms and conditions of the service of the employees of the Council by regulations.
