Nomination of members in defaolt of election. If any of the electoral bodies referred to in Cis. (c) to (e) of S. 4 does not, by such date as may be prescribed by rule made in that behalf under S. 33, elect a person to be a member of the Council, the State Government shall nominate a member in his place ; and any person so nominated shall be deemed to be a member as if be had been duly elected by such body.
