Appeal to Council from decision of Registrar. If any person is dissatisfied with any decision of the Registrar refusing to enter the name of any t•tle, diploma or qualificat•on of such person in the register of registered practitioners he may, an~ time, within three months from the date of such decision, appeal to the Council, whose decision shall be final.
