If the State Governmen t considers it neces- sary or expedient in the public interest or in the in terest of public safety or maintenance of public order that the use, possession or sale of any official Uniform, Indian or Foreign, or any dress so nearly resembling such U niform as to be calculated to deceive should be regulated, the Sta te Government m ay, by general or special order, direct that no person shall without lawful authority usc, possess or sell such official Uniform or dress without a licence or permit from the Deputy Commissioner Or the Subdivivional Officer, as the case may be, within the ir respective jurisdiction."
