(1) The State Government may, by notification published in the Official Gazette, make rules for carrying out the provisions of this Act. (2) Without prejudice to the generality of the foregoing provisions, such rules may provide for all or any of the following matters, namely:- (i) prescribing service conditions and specifying the duties and responsibilities of all employees whose services have been provincialised under this Act; (ii) preparation and maintenance of service records of the employees whose services have been provincialised; (iii) for management of the Madrassa Educational Institution; (iv) specifying the powers, functions, duties and responsibility of the Managing Committee or the Governing Body of the Madrassa Educational Institutions, as the case may be. (v) prescribing the scope of work, emoluments and remuneration and other terms and conditions of services of tutors provincialised under this Act. (3) All rules made by the State Government under this Act shall, as soon as may be after they are made, be laid before the Assam Legislative Assembly while it is in session, for a total period of not less than fourteen days which may be comprised in one session or two or more successive sessions and shall, unless some later date is appointed, take effect from the date of their publication in the Official Gazette subject to such modifications or annulments as the Legislative Assembly may, during the said period agree to make, so however, that any such modification or annulment shall be without prejudice to the validity of anything previously done thereunder. 19 Repeal and Savings.
