Rule making powers of the S1tate Government.-The State Government shall make rules- ( a) to prescribe the periods during which, and the conditions under which, daily allowance may be drawn, and the circumstances under which such allowances may be withheld: (b) to prescribe the conditions under which and the journeys for which travelling allowance may be claimed ; (c) to prescribe the Hospitals for medical attend1nce and treatment ; and (d) generally for carrying out the purposes of the Act.
