No twithsta nding anything contain ed in the Assam Land and Revenue Regulation, 1886 and the rules framed thereunder o r in any other law for the time being in force the State Governm ent may, on its own motion o r otherw ise, for reasons to be recorded in writing, at any time, ord er revision o f the rates of revenue for a local area or class of estates, both for town and areas other than town land as per rules to be prescribed."
