“ (2) Notwithstanding anything to the contrary in any 1 w, usage, contract or agreement no prison shall acquire or possess by transfer, exch inge, lease, agreement or settlement any land in any area or areas constituted into belts or blocks in contravention of the j rovisions of sub-section (1).
