Subject to the provisions of the \- - 1 Comptroller and Auditor General's (Du- 1 ~~~~·;~ I ties, Power and Conditions;~of Service) Act, I or 1911. I 1971 and the rules and the orders made there--- - --- under, the audit of the accounts of the General Council and Village Council shall be entrusted by the: Government to the Comptroller and AuditorGeneral of India who may submit to Governor such report th'ereon as it may deem fit. The Government shall transmit the report to the General Council and the Village Councils for discussion and consideration. The Village Council also shall prepare its budget in the like manner and shall submit the same to the Gen~ral Council for consid~ration and onward transmission to the Government 0 !1 or before the I st October of the current financial year. (2) The Governme11t may within such time a.;; may be prescribed, either approve the budget or re- turn it to the General Council or the Village Coun· cil concerned, as ,the. case may be, for reconsidera- tion on the observations of the Government, if any. The General Courn.:il or the Village Council cor1cerned as the case may be, shall thereupon resubmit the budget ::1;1ongw1th its Comffic;1ts on the observation and if the approval of the Government upon such submission or resl.!bmission as the case [may be, is uot received by the General Council or the Village Cour;.cils as the case may be, the budget sha!! be deemed to hav~ been approved by the Government.
