(1) The President of the Village Council shall be responsible for the maintenance of records of the Village Council, for the administrative control and supervision of all officers and employees in the Village Council. (2) The President shall exercise such power;s, dis- charge such duties and perform such functions as may be entrusted by the Village Council. (3) The Vice President of the Village Council shall ex- ercise such of the powers, perform such of the functions and discharge such of the duties of the President as the President may, from time to time subject to the rules, if any, made in this behalf by the Government, delegate to him in writing. (4) Notwithstanding anything contained in the forego- ing sub-section, neither the President nor the Vice-President shall exercise such powers, perform such functions or dis- charge such duties as may be required by the mies made under this Act to be exercised, performed or discharged by the Village Council at a meeting.
