If any doubt or difficulty arises in giving “°VdifficuU effe c t t o the provisions of this Act, State Govern- ties. ment may, by order make provision or give such direction not inconsistent with the express provi sions of this Act, as may appear to it to be nece ssary or expedient for the removal of the doubt or difficulty and the order of the State Government, in such cases, shall be final : Provided that no such order shall be mad* or direction shall be given after the expiration of a period of two years from the date of commence ment of this Act.
