In the principal Act, in sec tio n 3 3 -C, in sub-se ction (1), for the words "to the collector who shall proceed to recover the same in the same manner as an arrea r of land revenue", the wo rds "to the C hief Judicial Magistrate having jurisdic tion who shall procee d to realize as if it were a fine imposed by such Ma gistrate" shall be substituted.
