(1) The State Government may, subject to the condition of previous publication, make rules, by notification, with prospective or retrospective effect, for carrying out the purposes of this Act: Provided that if the State Government is satisfied that circumstances exist which render it necessary for it to take immediate action, if any, it may make any rules without such previous publication. (2) All rules made by the State Government under this Act shall, as soon as may be, after they are made, be laid before the State Legislature while it is in session for a total period of not less than fourteen days which may be comprised in one session or two or more successive sessions, and shall, unless some later date is appointed, take effect from the date of their publication in the Official Gazette subject to such modifications or annulments as the Legislature may, during the said period agrees to make, so however, that any such modification or annulment shall without prejudice to the validity of anything previously done thereunder. 1[Schedule [See section 3] Sl.
