(2) In particular and without prejudice . to the generality of the foregoing power. such rules may provide for all or any of the following matters, namely:- ( a) The nature or type of patients or person to whom the health establishment shall render services; (b) the form in which- (i) an application may be made for grant or renew'.ll of 2.. licence and a fee payable in respect thereof under sections 9 and 11 ; (ii) a licence may be granted for the health establishment under section 9; ( c) the manner in which an order refusing to :,\· ;.. r. 1190 THE ASSAM GAZETTE.
