No civil court shall have jurisdiction to settle, decide or deal with any question or to determine any matter which is by or under this act or the scheme required to be settled, decided or dealt with or to be determined by the Government or the Board or Director of Industries or any officer authorised by the Director of Industries or the Chief Executive Officer or any officer authorised by the Board. Special provision for transfer of accumulation from welfare funds established by any Acts or Agreement.
