No person shall obstruct any person authorized or empowered by under this Act, or any person with whom the Board has lawfully contracted, in the execution of his duty or of anything which he is authorized or empowered to do by virtue of or in consequence of any of the provisions of this Act or rules or regulations or instrument made there under or in fulfillment of his contract with the Board.
