Notwithstanding anything contained in the Assam Urban Water Supply and Sewerage Board Act, 1985, the Guwahati Municipal Corporation Act, 1969 or in any other State Law for the time being in force, the Board shall take over the water supply and sewerage of a certain area being performed by any other Department, Authority or agency based on mutually agreed terms and conditions and thereupon all the properties, assets and liabilities under control of the said department, Authority or agency shall be vested to the Board as per the terms and conditions as agreed upon: * Provided that the Board shall seek prior approval of the Government and that the date of such taking over shall be notified by the Government.
