When, under the provisions of this Act, any person is required or is liable to execute any work, the Board may cause such work to be executed after giving such person an opportunity of executing it, within such period as the Board may fix for the purpose, and the Board shall recover the cost incurred in the execution of such work, from the said person, in accordance with such rules as may be made in this regard.
