Notwithstanding anything contained in sub- to'deveiop section (4) of Section 35, the Authority may, if land in non-f it is of opinion that it is expedient to do so, un- arca.°prnent dertake or carry out any development of any land which has teen transferred to it or placed at its disposal under Section 57 cr Section 61 even if such land is situattd in any area which is not a development area.
