POWER TO REMOVE DIFFICULTIES If any difficulty arises in giving effect to the provisions of the Act, the Government may make such order or give such direction, not inconsistent with the provisions of the Act, as appears to it to be necessary or expedient for the removal of the difficulty, and such order shall be final.
