In the principal Act, in section 71, - (i) in the first paragraph, after the existing provision, the signs “ comma” and “hyphen” shall be omitted and thereafter the following shall be inserted, namely :- “ by the Commissioner in all cases with the approval of the Mayor;” (ii) clauses (a) and (b) shall be omitted.
