(1) The Mayor, or, in his absence, the » Officer at Deputy Mayor, shall preside at every meeting of the mee mgs ^Corporation, and shall have a second or casting vote n all cases of equality of votes and his ruling in con ducting the proceedings of the meeting shall be final. (2) In the absence of the Mayor and the Deputy Mayor, the Councillors present at the meeting shall choose one of their members to preside, who shall in case of equality of votes have a second or casting vote. (3) The Presiding Officer of any meeting at which a quorum of the Councillors is present may, with the consent of a majority of the members present adjourn the meeting. (4) The Presiding Officer in an abnormal situation arising in a meeting, may adjourn the same if in his opinion the situation demand adjournment or ask the Councillor or Councillors responsible for the abnormal situation to leave the House and on his or their refusal to do so, may have him or them removed by the Marshall appointed by the Corporation.
