When a vacancy occurs in the office of aCoun- 0ffice> e ofl n c ih°r » the Commissioner shall, as soon as may be, Councillor, after the occurrence of such vacancy by a notifica tion in the official Gazette call upon the ward con cerned to elect a person for the purpose of filling the vacancy: Provided that no election shall be held to fill a vacancy occurring within six months prior to the holding of a general election under section 50 (1). Procedure
