(1) If at any time it appears to the Go- Government that a dispute has arisen or is likely to arise between the Government and the Corporation as to the interpretation of any of the provisions of this Act or any of the rules made thereunder which is of such a nature and of such public importance that it is expedient to obtain the opinion of the High Court upon it, the Government may refer the ques­ tion to the Court for consideration, and the Court may after such hearing as it thinks fit, report to the Government. (2) The report submitted by the High Gourt under sub-section (1) shall be binding on the Govern­ ment and the Corporation and shall not be called into question in any other court.
