The Commissioner may at any time by doors, etc.’ notice require the owner’ of any premises on the no t to open ground floor of which any door, gate, bar or window outwards on opens cutwards upon a street or upon any land streets, required for the improvement of a street in such manner, as to obstruct, in the opinion of the Com missioner, the safe or convenient passage of the public along such street, to have the said door, gate, bar or window altered so as not to open outwards.
