(1) No person shall, without the previous established permission in writing of the Commissioner, establish without per- in any premises or materially alter, enlarge or extend mission of any factory, workshop or trade premises in which the Gommis- j(- ;s intended to employ steam, electricity, water or noner. other mechanical power. 151 (2) The Commissioner may refuse to give such permission if he is of the opinion that the establish­ ment, alteration, enlargement or extension of such factory, workshop or trade premises, in the proposed position would be objectionable by reason of the density of the population of the neighbourhood thereof, or would be a nuisance to the inhabitants of the neighbourhood. (3) The Commissioner may, if he is of opinion that the existence of such factory, workshop or trade premises in any place is objection­ able by reason of the density of the population of the neighbourhoodj thereof, or is a nuisance to the inhabitants of the neighbourhood, direct that the factory, workshop or trade premises be shifted to any other place suitable for the purpose : Provided that the cost of such shifting shall be borne by the Corporation. guktTon of'
