(1) The Commissioner shall provide or appoint rubbish, in proper and convenient situations, public receptacles, r m atters' depots and places for the temporary deposit or sewage and final disposal of rubbish, offensive matters, sewage carcasses. and the carcasses of dead animals accumulating in the city.
