The Commissioner may for the purpose dTosal^of r e c e iv in S> treating, stroring, disinfecting, distri- sewage. ° buting or otherwise disposing of sewage, construct any work within or without the city or purchase or take on lease any land, building, engine, material or apparatus either within or without the city or enter into any arrangement with any person for any period not exceeding five years for the removal or disposal of sewage within or without the city ; Provided that any such construction or arrange ment made without the city shall have to be made in consultation with the local authorities. 4 % Alteration and discon tinuance of drains.
